- Minion of Raoh and Dolphy's partner-in-crime. The two of them rule over a village with a fake democracy, punishing whomever defies them. Dolphy even kills an old man with his iron claw when he objects to a public execution.
- When Kenshirō fights against Dolphy, Zenda hides atop a building and uses the reflection of his claw to blind Kenshiro. However, Fudoh catches him and launches him from the roof, exposing the ruse to Kenshiro. Zenda is thwarted effortlessly by Kenshiro, who strikes a pressure point to control his body and causes him to unwillingly vote for Dolphy's death. Dolphy charges after Zenda for this, but they both die shortly.
