- The chief of police at the Shanghai French Concession. An ally of the Hónghuá Huì, he got his position by murdering his predecessor Gitendhal, a supporter of the Qīng Bāng. After Pān Guāng-Lín is saved by Kenshirō Kasumi, Charles de Guise convinces him to leave Shanghai because his illicit dealings have shamed the French government. As he attempts to flee to South America with a fake passport from de Guise, he is shot to death by Guāng-Lín.
