A corrupt inspector of the Shanghai French Concession police, he has connections with Honghua Hui. He tries to capture Sophie de Guise in a attempt to blackmail her brother into leaving Shanghai, killing Peter in the process, but was unsuccessful. Later when Sophie recovers his memory, Malraux tries to kill her, but Kenshiro Kasumi kills him.

He is voiced by Ryuji Nakagi in the anime.
