Suieishin is most likely a technique only taught to the successor. Raoh had to steal scrolls from the martial artists he imprisoned to learn their secret techniques. It's possible in the TV series that Raoh had possession of the Rakan Nioh Ken scroll, and Yuda taught him some Nanto Kokaku Ken as they were allies.
