- Jakoh (ジャコウ Jakō)
- Voiced by: Shigeru Chiba
- The Governor General of the Imperial Capital, he imprisoned the Celestial Empress Lui and blackmailed Falco into destroying the Hokuto and Nanto fighters. Jakoh feared they would threaten his supremacy and outshine Gento's imperial star, Taikyokusei (大極星, aka Polaris). In a past encounter, Raoh forewarned Falco of Jakoh's evil intentions and advised him to kill him. However, Falco was unable to at that time, because his mother had also raised Jakoh like a son and she would be distraught. When Lui is finally saved, Falco kills Jakoh in an act of vengeance, burning him alive.
- He repeatedly shows signs of cowardice, and easily snaps due to a major fear of the dark, once killing one of his own men for 'leaving the Empire dark'.
Trivia
- He is modeled after the Joker from the Batman series.
