- Raizu the Thunder Emperor (雷帝ライズ Raitei Raizu)
- A masked hooded warlord from the South, his right arm is equipped with a specialized glove which shoots out electric waves. He conspired with Igor's Army to invade Ken-oh's fortress with a pincer attack, but his entire right arm is destroyed by Raoh during the fight. Like Igor, none of Raizu's subjects are spared and his skull is turned into a wine goblet for Ken-oh's victory celebration.
