    The Viceroy (総督 Sōtoku) of the Imperial Capital, he imprisoned the Celestial Empress, Lui, and blackmailed Falco into destroying the Hokuto and Nanto fighters. Jakoh feared they would threaten his supremacy and outshine Gento's imperial star, Taikyokusei (大極星, aka Polaris).
    In a past encounter, Raoh warned Falco of Jakoh's evil intentions and advised Falco to kill him. However, Falco was unable to at that time because his mother, who had raised Jakoh like a son, was watching. When Lui was finally saved, Falco killed Jakoh in an act of vengeance, burning him alive.
    He repeatedly shows signs of cowardice, and easily snaps due to a major fear of the dark, once killing one of his own men for 'leaving the Empire in darkness'.
