- A giant, ogre-ish man who uses the fighting style Rakan Niō Ken (Fist of the Arhat Deva King), also known as the personification of Satan. He was convicted of killing 700 people with a single use of his fighting style, and was executed 13 times for his crimes. He survived all of his executions and was finally sentenced to 200 years in Villainy Prison. Jackal tames him by using a picture of his mother and convinces Devil that they're lost brothers. Kenshiro fights him, proclaiming that Hokuto Shinken is the incarnation of Indra and defeats him by striking his pressure points in the shape of the Big Dipper.
