- Voiced by: Banjō Ginga
- A TV series only member of King's Army. He tried to keep Kenshiro from reaching Southern Cross by using a Kürze Bruno Railway Gun called the Nanto Ressha Hō (南斗列車砲). Kenshiro followed Tōda to his battleship and killed him by splitting him in two.
