Dolphi's partner, who helps him threaten the villagers with his iron claw if they disagree to his opinions and trials. He ends up killing an old man for disagreeing against an unfair execution.
He assists Dolphi during his fight by standing on top of a building and blinding Kenshiro with light reflected off of his iron claw, but Fudoh then throws him off of the building and tells Kenshiro what he was doing the entire time.
