	Dolphi is a minion of Raoh's, who appears to rule over a village with democracy. However this is just a facade as his partner-in-crime [[Zenda]] threatens to kill whoever disagrees with Dolphi or his own opinions. An old man is killed for his disagreement against the execution of [[Kenshiro]], [[Fudoh]], [[Lin]] and [[Bat]] for drinking 'Ken-Oh's water', which triggers the villagers to collectively rebel against Dolphi and Zenda.
