    Dolphy is a minion of Raoh, who appears to rule over a village with democracy. However this is just a facade as his partner-in-crime Zenda threatens to kill whoever disagrees with Dolphy or his rule. An old man is killed for his disagreement against the execution of Kenshirō, Fudoh, Lin and Bat for drinking "Ken-Oh's water", which causes the villagers to rebel against their oppressors.
    Kenshiro fights Dolphy, but finds the latter has the upper hand, until it's revealed by Fudoh that the reflection from Zenda's iron claw was blinding Kenshiro during the fight. Kenshiro promptly knocks out Zenda, and Dolphy attempts to attack him with a hammer. Kenshiro restrains him and asks Zenda that if he agrees to Dolphy's execution to raise his hand, and it turns out that his arms have lost control and have raised themselves. Kenshiro then presses a pressure point on Dolphy's head, which shortly kills him -- after he tries to go after Zenda for 'voting' for his execution.
