- Barebi (バレビ Barebi)
- The son of Jakou, he built the offshore Imperial Capital where he rules as Governor General. He achieved this by taking Myu and the soldiers' wives prisoner. He also erased the memory of Falco's son, Misshu, while he was still a child and told him that Kenshiro was behind his father's death.
- During his fight with Kenshiro, Misshu recovered his memory and went on to kill Barebi. He died the same way as Jakou being burned alive and later on exploded into pieces.
