The chief of police at the Shanghai French Concession. An ally of the Hónghuá Huì, he got his position by murdering his predecessor Gitanesdard, a supporter of the Qīng Bāng. After Pān Guāng-Lín is saved by Kenshirō Kasumi, he attempts to flee to South America, but is shot to death by Guāng-Lín.
