- Shin's rival to succession to Nanto Koshū Ken. When Jugai's wife and child are murdered by scavenging bandits, Jugai forsakes his humanity and swears to take over the hell that the new world has become.
Jugai leads his army to the slave town Gesso City in order to seize it for himself. After Kenshiro defeats his army, Jugai challenges him to battle but he is routinely defeated. Before his death, he grants Kenshiro the remote detonator that Gesso City's ruler Shisuka had been using to control the citizens.
