The Celestial Empress (天帝, Tentei), and Lin's identical older twin sister. When they were born, only one was permitted to live by Jako, but Falco could not bring himself to kill Lin and secretly entrusted her to his auntie and uncle. Fearing for his life, Jako kidnapped Lui and locked her underground in the Imperial Palace as a means for the corrupt chamberlain to blackmail Falco and usurp power for himself.
Having infiltrated the Imperial Palace to kill the Celestial Emperor, Bat, Lin and Ein were trapped by Jako within the catacombs where Lui dwelled. While Kenshiro was fighting Falco, Lin meets Lui for the first time, learning the truth of their shared parentage. Having spent so long in the dark, she eventually lost her sight burrowing around there for water. Lui was well aware of Lin's exploits and commended her for it.
After Lui is freed thanks to Ein's sacrifice, Falco turns against Jako and kills him. Lui regains her eyesight and weeps tears of gratitude to Falco for the sacrifices he made for her. With the collapse of the Celestial Capitol by Jask using Falco's detonator, Lui was saddened that her sister had been taken by Jako's son across the red sea to the Land of Asura. She lamented the harsh fate dealt to the two siblings and for Kenshiro who'd saved her.

    Golden Guy

In this prequel story, Lui and Lin's mother is pregnant with the twins when the military try to occupy their village. It can be inferred from Falco that their mother was not the previous Tentei.
