    Kouketsu was a short, fat dictator who took over the country after the collapse of Raoh's empire. He was once a horse-groomer in Raoh's army but was publicly humiliated by his master when trying to curry favor. For this, he held a deep hatred for Raoh, even after Raoh's death.
    Taking advantage of the peaceful times, he forced Raoh's men into slavering by kidnapping their children, including Balga and his young son Shingo. Believing the era of power was over, he ruled over a monopoly of farmland and agriculture. His army conquered any fertile land, which caused the deaths of Ryu's adoptive parents. Kenshirō and Ryu infiltrated his slave encampment in revenge and led a rebellion against Kouketsu, reviving the spirit of Raoh's army. Despite fighting back with his Frankenstein-like "pet", he was impaled by one of his own traps in his food reserve.
