Despotic ruler of Gesso City. The former section chief of a software developing company run by Guruma, Shisuka hates to be reminded of his pre-holocaust existence and demands to be called "General". He was seemingly killed by one of Jugai's henchmen, who had infiltrated the city to steal the remote detonators Shisuka was using to blackmail the citizens. However, Shisuka survived long enough to activate the final detonator and destroy the city and its people.
