The head of the Cassandra prison under direct order of Ken-Oh, an Uyghur whom claims Mongolian descent. He fights using the Taizan-ryū Sōjō Ben (泰山流双条鞭, "Taishan Style Twin Streak Whip") style, however his true power lay in his shoulder charge called Mōko Hakyoku Dō (蒙古覇極道, "Tao of the Mongolian Champion") which concentrates all his muscle and strength into one shoulder. Kenshiro was seriously injured when struck by this technique, however he recovered and countered the attack by crushing his shoulder, before defeating Uighur with the Hokuto Hyakuretsu Ken, crashing him into the grave that Uighur had dug for Kenshiro. Uighur survives long enough to rise up and issue a final warning before exploding to death.

1986 movie

Uigur appears in the 1986 movie as the second-in-command and public executioner of Raoh's army, but he is killed by Rei prior to the final battle.

Ten no Haoh

In this spin-off prequel, Uighur is originally a prisoner of Cassandra, who has survived five separate executions. Raoh meets him in person and gauges his strength and learns of Uighur's dream to create his own legend. This earns Raoh's respect and Uighur is made the new Warden of Cassandra.
