Mentioned by name only in the manga. In the anime, he is the womanizing ruler of the impregnable Black Steel Castle (黒鉄城, Kokutetsujō). Sakuya infiltrates the castle by seducing Gaō and has him assassinated by Reina's sniper arrow.
