A pointy-nosed villain who rules over Medicine City. He values his own pet dogs more than human life. However, when Galf met his end at the hands of Kenshiro, even his favorite dog Seki abandons him. He makes a cameo appearance in the movie.
Galf's personality is based off of the "Dog Shogun" Tokugawa Tsunayoshi.
