Jean Carne (ジャン・カルネ, Jan Karune) (c.v. Masaru Ikeda)

The chief of police at the French Concession of Shanghai. An ally of the Hónghuá Huì, he got his position by murdering his predecessor Gitanesdard, a supporter of the Qīng Bāng. After Pān Guāng-Lín is saved by Kenshirō Kasumi, he attempts to flee to South America, but is shot to death by Guāng-Lín.
