: Known as the ''City of Wailing Demons'', this mighty prison belonged to [[Raoh|Ken-Oh]] and was ruled by the cruel warden, [[Uighur]]. Cassandra was used to imprison martial artists who forfeited their secret scrolls to Ken-Oh in his goal to create the ultimate martial art. It was also the prison for Raoh's brother, [[Toki]], who Raoh feared as a threat to his ambition.  

: There was no escape from its nightmarish walls, and only once [[Kenshiro]] defeated Uighur and his forces, did its terrible legend finally come to an end.
