-: A short and fat dictator possessing some intelligence, who once served as a horsefeeder in [[Raoh|Raoh's]] army. He once tried to use his sycophantic ways to win Raoh's favour, but Raoh saw through his tricks and berated him, humiliating Koketsu in front of the soldiers. It was then that Koketsu developed a bitter hatred for his lord and master.<br /><br />When peace returned to the land after Raoh's death, Koketsu used his intelligence and ruthlessness to steal lands from farmers and enslaving gullible wasteland dwellers. One of those land that he stole was from [[Ryū]]'s adoptive parents. He is killed by his own mouse trap in the food storage room. Koketsu is probably a caricature of those corrupt and greedy dictator in present day society.

+: Kouketsu was a short, fat dictator who took over the country after the collapse of [[Raoh|Raoh's]] empire. He was once a horse-groomer in Raoh's army but was publicly humiliated by his master when trying to curry favor. For this, he held a deep hatred for Raoh, even after Raoh's death.
+: Taking advantage of the peaceful times, he forced Raoh's men into slavering by kidnapping their children, including [[Balga]] and his young son [[Shingo]]. Believing the era of power was over, he ruled over a monopoly of farmland and agriculture. His army conquered any fertile land, which caused the deaths of [[Ryu|Ryu's]] adoptive parents. [[Kenshirō]] and Ryu infiltrated his slave encampment in revenge and led a rebellion against Kouketsu, reviving the spirit of Raoh's army. Despite fighting back with his Frankenstein-like "pet", he was impaled by one of his own traps in his food reserve.
