I have a hard time believing that Sabato is in any way related to Raoh's faction. It is never brought up in the anime once, sure Ryuga; whom at the time was working under Raoh, was tailing Kenshiro when he confronted the warlord. But he never even indicated the fat bastard lord had any relation to the king of fists.
